Different businesses have different policies regarding who should have access to personnel assessments and who should be able to update this data. QM365 therefore has a number of settings where you can decide who should be able to see and edit in various ways.
The settings can be found here: Administration > System tools > Settings panel > Manage - go to the "Competence" category.

The settings 0 to 4 determine which rights you give your users:
0. Person can edit own Personnel assessment: this means that you as an organization allow end users to edit their own CV
1. Use rights settings in competence: Turn this on if you want to use rights management of competence. If not, everyone will be able to see all competences - i.e. full transparency.
If this is turned ON, one must choose one of options 2, 3 or 4, which determines who is each individual employee's manager:
Responsible in the Org list,
Personnel responsible in the Org list or
Manager on the Personnel assessment card of the employee.
The person who is the manager can only see and edit Personnel assessments belonging to employees for whom they are the manager according to the set-up.

Remember that if rights management is on, the Competence Administrators user group will have full access regardless. It is typically the HR manager who has this access
